		<description>what do you expect of the FESC anyways? perhaps in the past they had the power, but the last two decades, things have changed a lot..
I actually blame the last labour govt for this..and banks are now operating on commercial realism of international banking, and the current high interests rates are the legacy of the labour govt and the reserve bank...which works fine for the banks vying for international deposits...and they are plenty of them around..so currently, who cares what Bollard sets the rate at!...</description>
